Social research #1
“Problems of Ukrainians in the conditions of political crisis”
(Oct. 23 to Nov. 6 2006)

The main research goal is to determine the level of people demands, interests, values where the divergence occurs influencing different political persuasions of the eastern and western Ukrainians.

1. As a result of sociologic information analysis it was determined that at the common life level and at the level of spiritual and cultural values there are no divergences which influence the forming of the opposite political persuasions of the eastern and western population of Ukraine.

2. At the same time it was discovered the Ukrainians’ attitude to NATO and EU is stipulated for their attitude towards Russia. Thus, among answers to the question “What consequences of Ukraine’s integration with NATO you consider the most important?” the majority of respondents – 34,7% - had chosen the answer “deterioration of relations with Russia”. At that 27,6% of respondents consider NATO to be “a military bloc being a counterweight to Russia”. Answering to the question “Primarily in what may result Ukraine’s entering into the EU?” 22,3% of the respondents had chosen the answer “deterioration of relations with Russia”, and 24,3% - “energy resources price escalation”. Thus, it’s not the EU bringing up negative emotions of the Ukrainians, but mostly the EU-Russia opposition stereotype referring to the Russia fans.

3. During surveying the respondents were valuing the eastern and western population of Ukraine irrespective of the region of residence. In general respondents’ opinion the population of the East and West is characterized by the regional patriotism – most of all Galychyna and Donbass. These two regions are different in their opposite political persuasions which are based not on different opinion about each other, but on different opinion about Russia. It is worth mentioning that 34% of ethnic Russians in Ukraine, living mostly in the east and south of the country, take Russia as their homeland. There are enough reasons to consider political contradictions between East and West of Ukraine are stipulated not for internal Ukrainian factor but for geopolitical factor

4. One of the most important result of the research is a fact stated from the answers that Russian-Ukrainian integration is expedient only in certain limits – visa-free migration of the citizens (62%), cultural interchange (31,7%), common customs area (35,6%). Common currency (10,4%), common foreign policy (13,1%), common army (5,7%), common legislation (4,1%) in Russian-Ukrainian integration are not considered expedient by the majority of respondents. At the same time only 9,6% of respondents insist on non-expediency of Russian-Ukrainian integration. It means that irrespective of the residence region Ukrainian citizens are not ready for the integration with Russia at the institutional level.

5. Majority of Ukrainians (52,6%) are convinced that opposition rights should be protected at the legislative level. Essential majority of the respondents (66,8%) are ready to unite to protect their rights and interests. Such a high result is a very important sign of civil society being formed in Ukraine.

6. Despite of Ukraine’s being in difficult socio-economical and political condition, 52,2% of respondents gave positive answer to the question “Are you proud of being Ukrainian citizen?”. Explicit “no” was given only by 21,7% of respondents, and 26,1% of the surveyed were not sure about the answer. Depending on region the answers are different, still in East and South the percentage of those who are proud of their citizenship is 35% minimum.

7. Today the population of Ukraine does not correlate the term “nationalism” with narrow-mindedness in national question. Answers to the question “What does nationalism mean to you?” were distributed this way:

– Patriotism, love for homeland – 30,9%
– Assertion of the nation’s interests – 35,2%
– Aversion of the other nations – 20%
– Other – 0,5%
– Difficult to say – 14,4%

8. The majority of citizens are not satisfied with proportional electoral system. The answer of the respondents on the question “Which electoral system is better to represent interests of voters?” was:
– majority system – 48,9%
– proportional system – 6,2%
– mixed system – 17,6%
– difficult to say – 27,2%
In other words all elections in Ukraine held according to proportional system were not the elections of the political parties and their programs but the elections of political leaders and outstanding persons.

9. In the West and East of Ukraine law obedience has no essential difference in opinion. Financial status and type of employment are substantial factors of attitude towards legal regulations: more wealthy people and those who are employed in private sector of economy more often suppose not to observe the law because of imperfection of economic regulations. People realize the fact that legal regulation of social relations must be improved, the legal consciousness is formed.

10. It is necessary to mention a very high level of trust to Ukrainian mass-media. In case of ambiguous interpretation of facts of society life by Ukrainian and Russian mass-media, people prefer interpretation of Ukrainian mass-media.

11. The results of the Gorshenin Institute survey (October 2006) should be interpreted in the context of formation of civil society in Ukraine. So the absolute majority of people (from 83,6% to 87,1% answers “don’t agree”) disagree with the idea of separation of particular regions of Ukraine (Donbass, Crimea, Galychyna, Zakarpattya, Bukovyna). Hence, citizens are not only worried about Ukraine, they identify themselves with Ukraine. Today it is obvious that society has no contradictions which can incite separation. Time works for mutual understanding of people of different regions of Ukraine.

Fixed during the survey facts testify irreversibility of the processes of formation of Ukrainian nation and civil society on the basis of democratic principles.

12. If elections to the Parliament of Ukraine took place today, then Party of regions would receive 22,6% votes, Yulia Tymoshenko Bloc – 20,5%, “Our Ukraine” (Nasha Ukraina) – 7,8%, Communist party – 4,8%, Bloc of Vitrenko – 3,7%, and Socialist party – 3,5%. Gradually Party of regions is losing its supporters turning to the Communist party or Bloc of Vitrenko or more often indicating their intention not to vote at all (9,5%) or to vote “against all” (9,4%).
If President elections took place today, the winner would be Yulia Tymoshenko (21,2% supporters). She slightly takes the lead over Viktor Yanukovych (20,5% supporters). The third place – Victor Yuschenko (8,3%).

The research shows noticeable regional distinctions of people’s political opinions. But these distinctions are radical only concerning particular political leaders who still can not come to an understanding with society on interregional level. The research proves that such possibilities are real.
